Construction and management simulation (CMS or management games) is a subgenre of simulation games in which players can build, expand and/or manage fictional buildings, cities or even countries. Typical features of CMS games are limited resources and various economic and environmental factors (pollution, crime, land prices) that have to be taken into consideration. Strategy video games often try to incorporate CMS aspects into their gameplay. Players have to manage their resources while continuously expanding their project. However, unlike most RTS games, the CMS games are not about defeating an opponent but rather about building something functional.
